Peter Gusen

Peter Gusen held a number of positions at Finance Canada, including Director of Federal-Provincial Relations where he was involved in designing and running Canada’s transfer payments to provincial and territorial governments. He subsequently applied that knowledge internationally as a consultant to countries in Africa and Asia that were seeking advice on how best to re-establish themselves after crises.

That advice spanned issues from choosing the best number of levels of government and their functions, to setting up tax systems, to implementing transfer program.

He also taught economics at Queen’s and Carleton Universities and pioneered the provincial economic forecasting program at the Conference Board of Canada.
